
The Municipality of Port Hope is reviewing its Zoning By-law to update rules and definitions related to Additional Residential Units (ARUs). This work will help create more clarity and expand opportunities for alternative and affordable housing in our community.
On July 15, 2025, Staff presented a report regarding a Housing Action Strategy for Zoning By-law and Official Plan Updates. Council directed staff to begin this process (Resolution 145-2025).
What are ARUs?
Additional Residential Units (ARUs) are self-contained residential units that are located on the same property as a primary dwelling. They can take many forms, such as:
- A unit attached to primary dwelling - In a basement or above ground
- A small detached unit in the backyard
ARUs help increase housing choice and affordability, while making better use of existing properties.
What is changing?
The Zoning By-law amendment will review housing type definitions and zoning provisions to make it easier and clearer for property owners to consider and develop ARUs. This will include:
Revising the definition of “Dwelling Unit” and related housing types to clearly include alternative and innovative housing options designed for year-round living.
Housing definitions under review include Additional Residential Units, Modular Home Dwellings, Mobile Home Dwellings, and Tiny Homes
- Allowing ARUs in more forms, such as mobile home dwellings.
- Reviewing rules like minimum lot size, lot frontage, setbacks, and height to better support ARU development.
